What makes 18001:2007 different from 9001 and 14001?

Aside from the obvious-9001 is a quality management system and 14001 is an environmental management system- why is 18001 unique?

Both 9001 and 14001 require internal communication efforts to promote the respective management systems and to ensure effective implementation throughout the organization. Additionally, awareness of the management systems is required not only for the organizations employees but for those individuals who could impact the management system.

The safety standard OHSAS 18001:2007 takes this concept to another level. In addition to the requirement for internal communication, the standard also requires participation and consultation. Employees must be involved in the hazard and risk assessments and the determination of controls, take part in incident investigations and help in the development and review of policies and objectives. Changes that have an affect on the management system require consultation with employees. Management is required to ensure that the employees are represented on safety matters and communicate who is their representative.

Individuals outside of the organization who could affect the management system are also an important part of consultation. Contractors must be consulted where there are changes that affect their OH&S. The standard goes further-requiring consultation with external interested parties-on pertinent OH&S matters.

One cannot predict what the standards writers will do in the future but don’t be surprised if some of the emphasis on employees that is in 18001:2007 does not find its way into future revision of either 9001 or 14001.
